CTheplaintiffscomprise12states,threecities,variousNGOs,andAmericanSamoa,aPacificterritoryindangerofvanishingbeneaththerisingocean.Theyaresupportedbyafurthersixstates,twopowercompanies,askiresort,andassortedclergymen,IndiantribesandagitatedgrandeessuchasMadeleineAlbright,aformersecretaryofstate.TheypointoutthatundertheadministrationofBillClinton,theEPAdecidedthatitdidhavetheauthoritytoregulateCO2.Theact,theynote,saystheEPAshouldregulateanyairpollutantthatmayreasonablybeinterpretedtoendangerpublichealthorwelfare.Itgoesontodefinepublicwelfaretoincludeeffectsonsoils,water,crops,vegetation,manmadematerials,animals,wildlife,weather,visibility,andclimate.
